- Customers would receive temporary alternative rail access if service declines during integration.
- The merger commits to preserve Class I rail options for 3-to-2 and 2-to-1 shippers.
- Union Pacific would transfer Norfolk Southern's TRRA and KCT interests to CN.
- Customers would gain access to a new rate relief process if merger benefits are delayed.
