Senators from both parties said they reached a deal on the Bipartisan American Affordability and Jobs Act, which would reform permitting laws for large energy and infrastructure projects. Republican Senator Shelley Moore Capito said the goal is to make it the Senate’s first vote after it returns following the November 3 midterm elections.
2. Wind and solar issues remain
Talks had stalled after President Donald Trump paused five nearly complete offshore East Coast wind farms. They accelerated after Trump reassured Democrats that wind and solar projects would receive better treatment in the bill. Democrat Sheldon Whitehouse said lawmakers still need clarity from the administration on returning wind and solar projects to regular order, and that more work on amendments is needed.
