Willis Towers Watson reported that large, complex North American commercial property insurance rates fell 14.5% on average in Q2 2026, versus an 8.4% decline a year earlier. Shared, layered programs using five or more carriers recorded an average 23.41% decline, compared with 14.57% in Q2 2025.
2. Other market conditions
The report said pricing had shifted away from the 2018–2024 hard market toward levels last seen in 2019 as insurer competition intensified. Casualty remained pressured by nuclear verdicts, while excess casualty increases showed early signs of peaking as new capacity entered.
