EU's emergency diesel stocks are mainly in Germany and France
USO•The Trump administration is urging Europe to release emergency diesel stocks. Germany and France hold about 35% of the EU's roughly 39 million metric tons of emergency gasoil and diesel reserves.
1. Stocks concentrated in two countries
Germany held 5.6 million metric tons of emergency gasoil and diesel stocks and France held 8.2 million, together accounting for about 35% of the EU's roughly 39 million metric tons, based on May 2025 data.
2. Release discussions continue
US officials believe France and Germany have fallen short of commitments under an International Energy Agency emergency oil-stock release agreed earlier this year. EU Energy Commissioner Dan Jorgensen said the bloc had discussed possible additional releases with IEA Executive Director Fatih Birol but had not decided whether to ask member states to release more.
3. Prices and stock requirements
Diesel prices have surged to record or near-record levels in several markets. EU rules require member states to hold emergency oil stocks covering at least 90 days of net imports or 61 days of domestic consumption, whichever is greater; the bloc as a whole is complying.
