Norfolk Southern has partnered with Progress Rail to convert 96 DC-powered SD70M-2 locomotives to SD70ICC Tier 2+ AC units, with deliveries scheduled to begin in 2027 and conclude in 2029.

AC traction provides higher tractive effort at low speeds without wheel slip, continuous running without overheating, individual axle control and EMD 710 engines rated at 4,300 hp, leading to a 40% improvement in reliability, a 55% increase in haulage capacity and a 3% boost in fuel efficiency.

Each conversion extends locomotive life by at least 20 years at a fraction of the cost of new units, reducing capital expenditures and maintenance outlays; this follows a January order for 40 new ES44AC locomotives as part of ongoing fleet renewal.

Norfolk Southern plans to streamline its fleet from 13 engine models to four over the next decade and leverage an almost 90% AC-powered roster to enhance network resilience, support merger integration and deliver consistent service to customers.
