On Wednesday, Oracle joined Microsoft, Amazon, Google, Meta, OpenAI and xAI at a White House roundtable to sign a voluntary ratepayer protection pledge committing to build or purchase electricity required for expanding AI data centers and to pay separate commercial rates.

U.S. data center electricity demand climbed 2.8% year over year in 2025, driven by a record 10 GW of new capacity, challenging grids and prompting PJM Interconnection to urge large users to supply their own power or reduce usage during peak stress.
3. Oracle’s Data Center Cost Obligations
Under the pledge, Oracle has agreed to cover the costs of generation capacity and grid connections for its AI facilities, potentially increasing its operating expenses but shielding residential tariffs from commercial load surges.
4. Enforcement Depends on State Regulators
The commitment carries no federal enforcement mechanism, leaving implementation oversight to state utility commissions, which must adopt policies to allocate electricity costs and determine separate rate structures.
