Xcel unit NSP-Minnesota seeks rate stability plan with 2027-28 base rate freeze

Xcel Energy unit NSP-Minnesota filed an Electric Customer Rate Stability Plan with Minnesota regulators as an alternative to a rate case. It proposes a customer base-rate freeze in 2027 and 2028 and would accelerate federal Investment Tax Credit benefits from five battery-storage projects to offset capital spending impacts. NSP-Minnesota requested a regulator decision by January 2027; if the plan is rejected, it would file an electric rate case in early 2027.
