Google Orders Over 3 Million Intel TPUs for 2028 as TSMC Capacity Falters
GOOG•Google has placed a 2028 order for more than 3 million tensor processing units to be manufactured by Intel, addressing TSMC capacity constraints. Trade bodies in Australia, Canada and Japan warn the EU’s proposed Cloud and AI Development Act could impose market-access limits that restrict Google's European cloud and AI services.
1. Massive TPU Order to Intel
Google has agreed a multiyear contract with Intel for over 3 million tensor processing units (TPUs) scheduled for delivery in 2028. This commitment follows months of testing Intel’s advanced chip packaging after TSMC has been unable to keep pace with surging AI accelerator demand.
2. Strategic Supply Chain Diversification
The shift to Intel addresses capacity constraints at TSMC, which manufactures the majority of leading-edge AI chips. By diversifying into Intel’s packaging technology, Google secures additional TPU supply and strengthens its cloud AI infrastructure ahead of growing customer demand.
3. EU's Proposed CADA Threatens Market Access
Trade bodies from Australia, Canada and Japan have warned that the EU’s proposed Cloud and AI Development Act could impose vendor eligibility rules based on corporate structure and geographic origin. Such restrictions risk limiting Google’s ability to provide cloud and AI services across Europe under new non-discrimination and proportionality requirements.
